According to a common scale development process, this paper apply some measures include literature, expert interviews, pre — test and questionnaire to study the measure structure of innovative enterprises in China. After analyzing the questionnaire data respectively using first order factor analysis and second order factor analysis, we find the innovative enterprise includes four elements: innovation resources, innovative culture, innovative institution system, innovation performance. The measurement indicator system composed of these four elements reflects not only the formation of the innovative capability of innovative enterprise, but also the uniqueness of the innovative enterprises.%根据通用的量表开发程序,应用文献研究、专家访谈、预测试和问卷研究方法.探讨了我国创新型企业测量指标.分别对问卷数据进行一阶因子分析和二阶因子分析后发现,创新型企业的测度要素包括创新资源、创新文化、创新制度和创新绩效,其中创新资源、创新文化、创新制度3个因素又能聚合成为一个二阶因子.由这4个要素构成的测量指标体系反映了创新型企业独特创新能力的形成过程,能够体现创新型企业的独特性.
