随着全球军事科技竞争的加剧,提升自主创新能力和高技术武器装备研发制造能力成为国防科技工业发展的关键.在区域产业集群及创新相关理论研究的基础上,结合丹阳国家级军民融合产业示范集群实证研究,提出了涵盖产学研合作、R&D投入、专利质量、知识溢出、军民融合产业效率、创新环境6个方面的军民融合高技术产业集群创新能力评价指标体系;根据指标特点,采用层次分析法分配权重,建立了军民融合高技术产业集群创新能力评价模型;对江苏省各主要军民融合产业示范集群创新能力进行实证测评,针对各集群存在的普遍问题,提出了创新能力提升优化路径.%With the intensification of military technology competition, the improvement of independent innovation capacity and hi-tech weaponries R&D and manufacturing capacity has become increasingly critical to the development of the Science technology and industry for national defense.Based on the research on related theories of regional industry innovation clusters and combined with the empirical research on Danyang national military-civilian integration industry demonstration base, this paper has put forward the indexing system for evaluation on innovation capacity of military-civilian integration hi-tech industry clusters covering industry-university-research cooperation, R&D input, patent quality, knowledge spillover, civil military integration industry efficiency and innovation environment.In addition, this paper has established the fuzzy synthetic evaluation model for innovation capacity of military-civilian integration hi-tech industry clusters by adopting subjective weighting method to assign weights according to index characteristics, and applied the model to make empirical evaluation on innovation capacity of major military-civilian integration industry demonstration bases of Jiangsu Province, as well as put forward optimized paths for improvement of innovation capacity against general problems of those bases, with a view to providing local governments with certain decision-making basis.
