可再生能源上网电价的分摊机制研究

         

摘要

In order to enhance the incentive to purchase renewable power, optimize the price system and maximize the social welfare, the paper applied the Ramsey pricing model to the sale segment, and discussed the sharing mechanism of feed - in price. According to the calculation, the residential electricity price should be increased to 0. 568 yuan/kwh, while the industrial one is declined to 0. 528 yuan/kwh. Meanwhile, the additional fee of renewable power should be collected at the level of 1. 36 cents/kwh. Such pricing mode helped to reduce the potential crossing subsidy, and the feed-in price of renewable power could be effectively distributed. Moreover, the benchmark price mechanism would solve the asymmetry information problem to reduce the efficiency loss.%将Ramsey定价理论应用于售电环节,探讨可再生能源上网电价的分摊机制.这种定价模式不仅有助于提高电网对可再生能源上网的意愿,而且还实现了售电价格体系的优化和社会福利的最大化.根据模型测算,居民用电价格应提高到0.568元/千瓦时,工业用电价格降低为0.528元/千瓦时.这种定价模式有助于减少隐性的公共资金交叉补贴.同时,可再生能源附加费应提高为每千瓦时1.36分,有效分摊可再生能源电力的上网电价.此外,完善可再生能源上网标杆电价,可以减少信息不对称带来的效率损失.
