基于创新系统方法的制定可持续创新政策的关键问题研究

摘要

运用创新系统方法分析制定可持续创新政策要解决的关键问题,单向政策向可持续创新政策转型要做到,第一,使得创新政策和环境保护政策相融合;第二,创新系统和政策过程要充分互动,用系统思想推动可持续创新政策服务于可持续发展.%In this paper,we apply the innovative systems approach to analyze the key issues of sustainable innovation policy.Suggestions have been made to transform the unidirectional policy to sustainable innovation policy so as to achieve sustainable development:(1) stimulating the development of sustainable innovation policy regime,and integrating innovation with environmental policy regimes;(2) applying systems thinking,and interacting innovation systems with policy-making processes.
