With the deepening of the Internet,the online public disaster information has become an important disaster information resource.The Internet has gathered a huge number of public disaster information resources.However,the utilization efficiency is low and has not been fully developed.This paper,by setting questionnaires,collecting and analyzing the survey data,builds a structural equation model (SEM),proposes and verifies the hy-pothesis.We set a reasonable model for variables,analyze the data path and work out the conclusions that our hy-potheses on user online behavior characteristics,resources construction,the cost of access to resources,external environment and task-technology fit for the utilization efficiency of online disaster information are tenable.Based on the empirical results,we put forward some advices for the improvement of the utilization efficiency.%随着网络化的深入,网络公共灾害信息已成为一种重要的网络灾害信息资源,网络上已经聚集了数量庞大的公共灾害信息资源,但目前,网络公共灾害信息资源的利用效率较低,没有得到充分开发.本文通过设置调查问卷,收集分析调查数据,建立结构方程模型,提出并验证假设.通过对各种变量设置合理的概念模型,以及对数据进行路径分析,可以得出结论:用户网络行为特征、资源建设本身、资源获取成本、外部环境、任务技术适配五种因素对网络灾害信息资源利用效率的影响假设均成立.并以实证结果为依据,对提高网络公共灾害信息资源的利用效率提出一些政策建议.
