当前地方行政执行中存在诸多障碍性因素，主要表现为：民众对行政的满意度不高，行政不公开透明，民众要求得不到及时满意回应，一些行政执行有失公正，导致信任度不高。原因在于政策本身的缺陷，行政执行资源与环境不配套，行政执行主体综合素质有待提高，行政执行体制的不完善等。针对这些问题，需采取相应对策：提高政策制定质量，完善政府信息公开制度，增强行政执行透明度，做好政策的宣传解释工作，及时回应群众的意见和要求；提高政府和行政执行主体的信任度。%At present, there are many obstacles in the implemen-tation of local administration, mainly manifested as follows:The public satisfaction on administration is not high;the administra-tion lacks transparency; the demands of the people cannot be timely responded to their satisfaction;some administrative execu-tion behaviors are unfair, making the administration less con-vincing. The reasons are as follows:the defects of the policy itself;the administrative resources don't match the environment; the comprehensive quality of the administrative execution subject needs to be improved; the administrative enforcement system is not perfect etc. To solve these problems, we need to adopt corre-sponding countermeasures:improving the quality of policy-mak-ing, perfecting the government's information release system, strengthening the transparency of administrative enforcement, ef-fectively implementing policy publicity and interpretation work, timely responding the opinions and requirements of the masses, improving the public trust of government and administrative exe-cution subject.
