农村学前教育供给的政府职能缺位研究——基于重庆市的调查

摘要

The development of Early Childhood Education and Care(ECEC) is the responsibility of government. But the empirical investigation found that government function absence was in public ECEC supply and regulation of private ECEC market. Government should expand the range of public ECEC, support private ECEC, and strengthen the supervision of information to guarantee the healthy development of ECEC in rural area.%发展农村学前教育已经被明确是政府的职责,然而实证调查发现地方政府无论在公共学前教育的供给还是对民办学前教育的扶持和监管方面都存在着职能缺位的现象.政府应当通过扩大公办学前教育供给范围,对民办幼儿园进行经济补贴和业务扶持,以及加强信息监管等方式来确保农村学前教育事业的健康发展.
