弹性规划理念下的文化创意产业集聚区规划探讨-以中国宋庄文化创意产业集聚区为例

摘要

宋庄文化创意产业聚集区作为城乡交接地区的文化产业集聚地，具有自发集聚、自主建设及长期游离于规划体系之外等特点，在城乡矛盾日益突出的情况下，其发展面临困境，传统的规划方法已难以满足其发展需求。研究借鉴弹性规划理念，选取宋庄文化创意产业集聚区小堡村北部片区为规划区域，在物质空间规划方面，提出土地利用的刚性及弹性控制策略；在规划管理方面，提出多种可供选择的空间开发模式以引导地块的具体开发；在规划实施方面，制定灵活的分期实施计划，以期引导宋庄文化创意产业集聚区的可持续发展。%Songzhuang culture and creative industry cluster is a self-growing and self-managing area in urban fringe area. Urban-rural development contradiction has made the cluster dififcult in future development. With resilient planning concept, the paper selects Xiaopu vilage north area of the cluster, raises rigid and resilient combined strategies in physical planning; proposes selective spatial models in planning management; and makes phased development plans for sustainable development of Songzhuang culture and creative industry cluster.
