“规土融合”在武汉市重点功能区实施性规划中的实践

摘要

“Two plans (urban master plan and land use plan) integration” has been a focus issue of planning management and government reform. Since Wuhan practiced “two plans integration” in 2009, Wuhan has promoted national central city development by way of major functional zone implementation planning. Implementation planning requires compact land use and scientific planning management to increase planning feasibility. The paper clarifies the concept of “two plans integration”, digs key factors, and studies the model and approach of large city implementation planning from compilation practice, framework, content, approval, and organization.%“规土融合”一直是我国规划管理领域和政府机构改革的热点话题。自2009年武汉市实现“两规合一”以来，通过不断的理论和实践探索，武汉市以大力推进建设国家中心城市为目标，明确了以重点功能区实施性规划为抓手的工作路径，以期实现规划与土地的有序衔接和统一协调，进而全面提升城市功能。实施性规划的提出，既要求科学合理地实施土地节约集约利用，引导城市建设开发，又要从开发实施的角度有机衔接规划编制与规划管理，加强规划的可操作性和可实施性。研究基于武汉市重点功能区实施性规划的工作实践，明晰对“规土融合”的认识，挖掘实施性规划中体现“规土融合”的关键要素，从规划编制实践、工作框架构建到规划落实情况，总结实施性规划的编制内容、编制成果审批与应用以及工作组织与规划编制方法，对大城市重点地区实施性规划的科学操作模式及工作方法进行了探索。
