With the rapid development of the city security video surveillance network system, the system information is facing an increasingly serious security risk. The paper analyzes the threads faced by the system information in detail, proposes a multi-level security mechanism and builds a system security case application model based on the multi-level security mechanism.%随着城市治安视频监控网络系统的快速发展，网络系统中的信息面临着日益严峻的安全风险。文章详细地分析了视频监控网络系统信息面临的各种威胁，提出了多层次的信息安全保障机制，并构建了一个基于多层次信息安全机制的系统实例应用模型。
