以“绿网”建构为导向的城市开发管控研究

摘要

This paper discusses urban-green-space-ecological-network-construction-oriented urban development governance from three aspects which include targets, pattern and contents. It intends to realize the construction of urban green space ecological network through the effective governance of urban development, and achieves the goal of a win-win for both ecological conservation and urban development. In view of network coverage, it classiifes urban land into four kinds including “network body” “network edge”“network influence areaⅠ” and “network influence areaⅡ”. It obtains a two-step system which corresponds to existing urban planning formulation system. And it reaches the index system that consists of common indexes and particular indexes.%从管控对象、管控方式、管控内容三方面，研究以城市绿地生态网络建构为导向的城市开发管控。尝试通过对城市开发的有效管控实现城市绿地生态网络的建构，最终达到自然生态过程与城市扩张过程双赢的目的。从绿网全覆盖的角度，将城市用地细分为“绿网主体”、“绿网边缘”、“绿网影响区Ⅰ”与“绿网影响区Ⅱ”四类。提出分两个层面的与现行城市规划编制体系相衔接的管控方式。将管控内容概括为由常规指标与特征指标共同构成的指标系统。
