国外教师聘任制的特点及其对我国高校人事代理制度的启示

         

摘要

The personnel agency risen in the 1990s ,is the outcome of the further reformation for personnel system.There are such many practical puzzles that the personnel agency system has been ever fallen into the dilemma.It is inevitable personnel agency system will be replaced by the system of all-personnel engagement with the successful experience from the teacher engagement system of the developed countries.There are many institutional obstacles interfering against the reformation of the personnel agency system at present ,so the following two sides’ work is necessary. On one hand, the innovation needs to be made gradually to break with the institutional obstacles of personnel agency system.On the other hand ,some transitional strategies are important to promote the reformation of personnel agency system further.%人事代理制度兴起于20世纪90年代,是我国人事制度改革深入发展的产物。诸多现实难题使得高校人事代理制度一度陷入困境。从国外发达国家教师聘任制的成功经验来看,我国的人事代理制度应逐渐向全员聘任制改革过渡。在当前全员聘任制面临许多制度障碍的条件下,一方面应通过改革逐渐破除制度障碍,另一方面应通过过渡性策略将人事代理工作继续深化。
