广西县级中医医院运营效率及影响因素分析

摘要

Objective:To provide reference for promoting development of Chinese medicine by evaluating efficiency of county-level Chinese Medicine hospitals in Guangxi from 2009 to 2013 and analyzing its influencing factors. Methods:DEA was used to measure the efficiency of 64 county-level Chinese Medicine hospitals. Tobit model was used to measure the influencing factors of hospitals' efficiency. Results:43.8% hospi￣tals were more concentrated in the 0.0≤Tecrs≤0.5 group-a low score group. Scale decreasing hospitals accounted for a high percentage of the to￣tal number of hospital from 46.9% in 2009 increased to 71.9% in 2013. Financial subsidy revenue, health workers and other factors negatively correlated with hospital efficiency. Chinese medicine income,hospital compensation ratio of New Rural Cooperative Medical and other factors posi￣tively correlated with hospital efficiency. Conclusion:The health authorities must establish and improve input-output evaluation mechanisms,op￣timize regional health resources,and improve hospital management level.%目的：：评价广西2009－2013年县级中医医院运营效率，分析其影响因素，为推进中医药事业发展提供参考依据。方法：采用DEA对64家县级中医医院进行效率分析，运用Tobit模型对医院效率进行影响因素分析。结果：2013年综合效率得分在0.0≤Tecrs≤0.5组的医院占43.8％，医院多集中于低分值组；规模报酬递减的医院占医院总数由2009年的46.9％增加为2013年的71.9％；财政补助收入、卫生技术人员等因素与医院效率呈负相关，中药收入、新农合住院补偿比等因素与医院效率呈正相关。结论：应建立完善的投入产出评价机制，优化区域卫生资源配置，提高医院管理水平等。
