9省257个县级疾病预防控制中心人力资源变迁分析

摘要

目的:对我国东中西部的157个县级疾病预防控制中心人力资源进行分析,探讨存在的问题,为政府决策提供依据.方法:采用分层整群抽样方法选取样本,描述性分析我国县级人力资源现状.结果:我国县级疾控人员数量增加缓慢;平均年龄由2005年的38.6岁上升到2012年的41.3岁;学历结构呈现高学历增加,低学历减少趋势;职称集中在初级和中级;专业以预防专业和医学专业为主;人员素质得分由2005年的4.86提高到2012年的5.20,其中东部得分最高.结论:从历年变化来看,我国县级疾控人力资源建设取得了一定成效,但存在队伍总量不足、年龄老化、学历结构偏低和地区差异大等问题,需在已有成绩的基础上继续提升和优化.%Objective:Based on the analysis of the human resource of 257 county-level Centers for Disease Prevention and Control( CDCs) from eastern, middle and western part in China, this study aims to provide evidence for government to enact proper strategies.Methods:Carrying on descriptive study on county-level human resource from stratified cluster sampling.Results: The number of work staff increased slowly.The average age of work staff had raised from 38.5 in 2005 to 41.3 in 2012.The proportion of their high-levels of education was increasing.Their titles of posts were mainly at primary and middle.Their majors centered on preventive medicine and medicine.Their scores of comprehensive quality had a slight increase from 4.86 to 5.20 in 2005-2012, in which eastern score was the highest.Conclusion:The human resource state of county-level CDCs had been improved in years, but such as inadequate numbers of staff, staff aging, lower educational structure of staff and uneven regional development still existed . It should continue to be promoted and optimized.
