国外国家图书馆战略规划解读

摘要

Strategic planning is one of the most important methods for the library to determine the future development. The author takes the American, England, Australia and Canada's National Library as the example to introduce the history of their strategic planning and the one that currently in effect. Then, the author summarizes three characteristics of them : conventional, normalization and publicity ; both macro - and micro - and reflecting the trend of library development. At last, the author comes up with four important values the strategic planning takes to the library.%战略规划是图书馆科学制定未来发展方向的重要方法。笔者以美国、英国、澳大利亚、加拿大四个国家的国家图书馆为例，简要介绍其战略规划的历程及正在实施的战略规划文本，总结出其三个主要特点：常规性、规范性与公开性；宏观与微观并重；与时俱进，反映图书馆发展趋势。最后，笔者总结了战略规划的优点及为图书馆事业发展带来的四个重要价值。
