It is urgent for libraries and information institutions in Inner Mongolia to construct scientific model of public cultural service and to guide the precise cultural poverty alleviation effectively. This paper attempts to construct a three-dimension complex network involving the demands for cultural services from residents in poor areas of Inner Mongolia, library information services and local goverment’s directions. According to the regional and national characteristics of Inner Mongolia poverty and the features of information demands, the paper analyzes the matching degree between the actual demands for cultural services from Inner Mongolia residents living in poverty and the service capacity of information institutions, constructs a precision cultural poverty alleviation model for Inner Mongolia, and moves on to a case study. The study shows that the model optimizes the public service system, providing directions for accurate cultural poverty alleviation for Inner Mongolia.%构建科学的公共文化服务模型，切实指导精准文化扶贫已成为内蒙古迫在眉睫的任务。文章以内蒙古贫困地区居民对文化服务的需求、图书情报机构的服务和地方政府的决策指导构建三维复杂网络；从内蒙古贫困地区地域特征、民族特征和信息需求特征出发，运用关联数据方法分析贫困地区居民对文化服务的实际需求与图情机构提供服务能力的匹配程度，构建内蒙古精准文化扶贫体系模型，并进行案例分析。研究表明：运用精准文化扶贫体系模型能优化公共文化服务方式，有助于内蒙古的精准文化扶贫。
