Big data has become the new engine of economic development and national competitiveness, not only pro-moting social innovation, but causing major changes in social structure as well. In this paper, big data development strategies of four developed countries are compared to study their measures in privacy protection, confliction resolution in public values, and promoting the production of common values. Suggestions are put forward for establishing a na-tional big data strategy.%大数据已成为当前经济发展和国家竞争力提升的新引擎，不但促进社会创新，还正在引起社会结构的重大变革，给全球带来了深远影响。文章从透明政府的视角出发，比较了美国、英国、日本和韩国等4个发达国家的大数据战略发展情况，按照政府识别公共价值需求、调解公共价值冲突、主导公共价值促生的脉络，对4个国家的政府信息公开制度从隐私保护、技术导向、平台建设和服务增强等难度进行了分析。结合我国公共部门信息公开制度和已有的大数据开放与发展经验，对大数据背景下我国进一步完善信息公开提出了发展建议。
