通过对我国14个省域高校数字图书馆联盟现状的调查发现，目前存在联盟总量和新建联盟数量较少，自动化集成管理系统不统一，共享效果不佳，服务水平不高，利益分配不均，缺乏利益平衡机制等问题。省域高校数字图书馆联盟的发展应采取以下策略：从多渠道筹集经费，加强对不发达地区的支持力度，争取政府的大力支持，采用统一的自动化管理系统，加强特色数据库的建设和共享，建立利益平衡机制。%Through the investigation into the current situation of the provincial university digital library consortia in China, we could find out that the quantum of consortia and the number of new consortia is less, the automatic integrated management system is not unified, the sharing effect is ineffective, the level of services is not high, the distribution of benefits is uneven, lacking of interest balance mechanisms, and so on. For solving these problems, the provincial university digital library consortia should put forward some strategies for its development from such aspects as obtaining financial supports through various channels, strengthening supports to underdeveloped areas, striving for strong government supports, applying the unified automatic management system, strengthening the construction and sharing of characteristic databases, and establishing the interest balance mechanism.
