The protection system of international copyright law has kept improving with the develop-ment of new media technology .However ,among those college students who receive high education ,there are more and more cases of copyright infringement .To some extent ,this is related to the following facts :Chinese university libraries neglect their role as the copyright protector and disseminator ;collective aphasi-a under the new media circumstances .Disseminators lack the skills to transmit information with new media ,pay no attention to communication strategy and effect and have weak copyright protection aware-ness .Besides ,communication channels are blocked ;information is asymmetric ;infringement cost is too low .All these lead to poor digital copyright protection in China .%国际著作权法保护体系紧跟新技术的发展不断走向完善，但是在接受高等教育的大学生群体中，却频频出现数字版权侵权事件，这与中国高校图书馆忽视自身作为版权保护传播者角色，在新媒体环境中“失语”有一定的关系。传播者缺乏借助新的媒介传递信息的技巧、不重视传播策略与效果，传受之间渠道不畅通、信息不对称，受众侵权成本过低、版权保护意识薄弱等，是导致中国高校数字版权保护不力的几个主要原因。
