The integration of agricultural funds aims at improving the fund-use efficiency to solve the current fund-related problems. Based on the fieldwork,it has found that the program application,the program-fund approval,the program imple-mentation and the program supervision have greatly changed after the integration of agricultural funds,which has led to the dif-ferent program-operating modes, interest relationships and power structures. And the effects of poverty alleviation have also improved:the better promotion of the quality and quantity of the poverty alleviation programs,the more wide spread poverty al-leviation,more benefited groups and high efficiency of the fund use. But it still brings about some new problems:unreasonable allocation of programs,departmental interest barriers,and poor fund management. There are various reasons and causes,inclu-ding the institutional defects,the profit-seeking through political power,and insufficiency in related agencies. Finally, it of-fers some suggestions for solving these problems and for better poverty alleviation by improving the county-level project-fund management and increasing the participation of social poverty alleviation forces.%涉农资金整合是针对扶贫资金所存问题而展开的扶贫资金领域的改革.本文以田野调查为基础,集中关注涉农资金整合以来精准扶贫项目运作过程的变化及其脱贫成效.涉农资金整合下,扶贫项目运作主要在项目的申报、项目资金审批、项目实施、项目监管四个环节改变着原有的项目运作模式、利益关系及权力格局.其扶贫成效在提高扶贫资金使用效率和集中扶贫资金力量上,实现了扶贫项目数量、扶贫范围、扶贫受益群体均扩大的效果,但也导致县域扶贫项目分配不合理、部门利益壁垒凸显的项目管理与项目资金管理跟进不匹配等问题.本文通过现实考察及对所存问题的分析,强调体制性根源中的项目制扶贫模式、利益趋动下的权力与利益的谋利性行为、机构设置方面的欠缺与不足共同导致了以上问题的产生.因此,应从加强县域资金管理能力、项目管理能力、增加社会扶贫力量的参与三方面共同应对当前涉农资金整合下扶贫所存在的问题.
