Different from network regulation,network populism governance is usually a dynamic process of game,negotiation and interaction among multiple subjects. It begins with cyberspace governance,but belongs to the scope of state governance and social governance on the macro level.The key point is to deal with theinteraction between the state power and social power. Internet populismgovernance has public implications,which will provide the necessary legitimacy forit . In practice,security,responsibility and freedom constitute its core value.Promoting national governance and social governance,Strengthening institutionalintegration and improving network governance are the basic elements ofconstructing network populism governance mechanism.%网络民粹主义治理不同于网络规制,是一个多元主体之间博弈、 协商和互动的动态过程.它着眼于网络空间,但在宏观层面则属于国家治理和社会治理的范围,其核心在于处理好国家权力与社会权力之间的博弈、 互动关系.网络民粹主义治理具有公共性意蕴,公共性为网络民粹主义治理提供了合法性论证,并在实践过程中导出安全、 责任与自由等三个价值目标.以国家治理和社会治理为基础、 制度整合为关键和网络治理为切入口,是构建网络民粹主义治理机制的基本方向.
