政府信任危机的表现、成因及对策

The famous western philosopher Chris Bock had mentioned “Trust is what we have to protect, for it is just like air and water, once damaged, the society which we live in will collapse. The value of government legitimacy is based on good government trust relationship. It is necessary to establish the public trust in order to realize efficient operation. Now our country is in transition, the government trust crisis has become a part of social trust crisis influenced by stereotypes and“Tacitus trap”and has appeared a certain degree of deepening and generalization. Insufficient government trust crisis is widely seen as the government ability and ruling crisis backlash. In fact it comes from the public cognition to the government and the public expectation gap between the formation of the sense of relative deprivation. Analyzing the result of the government ’s crisis of confidence and the reason, proposing targeted countermeasures, are the important research topic in the field. This article illustrates the connotation of trust crisis from theory angle, analyzes the government performance and the cause of the crisis of confidence and puts forward the strategy of the response to the government trust crisis based on the government management function transformation.%西方著名哲学家史里斯·博克曾经提到“信任是我们必须保护的东西，因为它就像空气和水源一样，一旦受损，我们所居住的社会就会土崩瓦解”。政府获得合法性的价值基础是良好的政府信任关系。政府为实现高效地运行，必须建立起公众的信任。当前我国正处于转型过程中，政府信任危机已成为社会总体性信任危机的一部分，并受来自刻板印象和“塔西佗陷阱”的影响，出现了一定程度的加深和泛化。政府信任危机普遍被视为政府能力不足与执政危机的社会反弹，事实上它源自于民众对政府认知与公共期待之间落差形成的相对剥夺感。分析政府信任危机的表现和形成原因，提出有针对性的应对策略，是当前该领域的重要研究课题。
