农村政策对农民产生了深远而普遍的影响，也是各级政府存在及履行其职责的重要手段。农村政策调整了农民和各级政府之间的关系，其落实过程更引起了各级相关利益主体的互动和博弈。作为三种最为重要的农村政策，计划生育政策、土地调整政策、农业税政策的落实揭示了影响农村政策落实中博弈格局的主要相关因素。%Rural policy make a far-reaching and universal influence on farmers .It＇s also the important means to all levels of government＇s existence, and to perform their duties.The countryside policy has adjusted the relations between the farmers and all levels of the government, thus carting out of the policy even causes all levels of main related benefit body＇ s interaction and gambling. As three kind of most important countryside policies, the policy on the family planning, adjustment of land and the tax of agriculture reveal two of the most important factors of game pattern on the rural policy ＇ s implementation.
