社区教育是实现终身教育的重要形式和建立学习型社会的重要基础，也是推动社会发展的重要途径和手段。目前，世界各国都非常重视社区教育的开展，我国相对滞后，尤其是欠发达地区。欠发达地区的社区教育存在着资源匮乏、社区教育意识缺失等问题，要建设社会主义新农村、构建终身学习的学习型社会，必须强化欠发达地区社区教育。强化欠发达地区社区教育，就必须建立有效的社区教育保障机制，文章以贵州省黔西南州为例，探讨如何建立有效的保障机制来推动欠发达地区社区教育的开展。%The community education is to achieve lifelong education important form and to build a learning-oriented snciety, and also is an important basis of promoting social development of important ways and means. At present, all countries in the world community education attaches great importance to the development of our country, especially, relatively backward in less developed areas. In less developed areas community education exist resource scarcity, community education of consciousness, to the construc- tion of socialist new countryside, the construction of life-long learning society, it is necessary to enhance the underdeveloped region community education. Strengthen the underdeveloped region community education, must establish effective community education se- curity mechanism, the article QianXiNaZhou in guizhou province as an example, this paper discusses how to estahlish an effective guarantee mechanism in less developed areas to promote the development of community education.
