高校家庭经济困难学生公平就业问题及政府作为：社会排斥的理论视角

摘要

There are two social exclusion types which affect the poor students’ fair employment. The first type is that with the house-hold registration system, education system as the core structural social exclusion, the second type is the lack of relational social capital, which lead to the functional social exclusion. Based on the social exclusion of employment discrimination, which can damage the social equity and justice, weaken the confidence of the public investment in higher education, make the social mobility in a rigid, increase the risk of society. The government who in promoting the poor students’fair employment has to undertake the main responsibility. Firstly, our government should establish the concept of inclusive development, which can help poor students’ fair employment bear public responsibil-ity; Secondly, our government must establish employment support system to provide a positive employment assistance for poor students;Thirdly, we need to improve the security system, which can effectively realize the social integration at the policy level.%影响高校家庭经济困难学生公平就业的社会排斥表现为以户籍制度、教育制度为核心的结构性的社会排斥，以及以人力资本缺乏和关系型社会资本缺乏造成的功能性社会排斥两类。基于社会排斥的就业歧视，损害社会公平正义，减弱大众投资高等教育的信心，使社会流动陷入僵化，加大社会风险。政府在促进高校家庭经济困难学生公平就业的方面应承担主要责任。一要确立包容性发展理念，为家庭经济困难学生公平就业承担公共责任；二要建立健全就业支持体系，为家庭经济困难学生提供积极的就业援助；三要加强制度建设，在政策层面有效实现社会融合。
