集体所有制阶段皖西北太和县农村土地产权制度的变革及其绩效

摘要

The rural land property rights of the collective land ownership system phase of Taihe county mainly experienced three changes of senior agricultural production cooperatives, the peopleˊs commune, the household contract responsibility system, therein to not only had the successful experience, but also had lessons from failure, which had a profound influence on Taihe county rural society and even the whole area national economy. The paper makes a brief combing on Taihe countyˊs rural land property rights system changes and its performance since 1956 under the stage of collective land ownership system, pointing out that the most fundamental choice of the rural land property rights system should be the choice of incentive system, by strengthening the farmersˊ land property rights and "desalting"farmersˊ collective ownership of rural land, thereby enabling rural land tends to become the real prop-erty of the individual farmers within the framework of the rural collective land ownership.%太和县集体所有制阶段的农村土地产权制度主要经历了高级农业生产合作社、人民公社、家庭联产承包责任制、“双重”两权分离四个时期的变革起伏。文章对太和县集体土地所有制阶段农村土地产权制度的变革及其绩效作一简要梳理，指出农村土地产权制度的选择最根本的还应是激励机制的选择，应在农村土地集体所有制的框架内，通过强化农民土地产权而“淡化”农民集体所有权，进而使农村土地趋于成为农民个人的真正财产。
