我国工业化的高速发展与环境污染的矛盾日益加剧，工业污染源治理投资已不能满足快速工业化发展的需要。以我国2003-2012年工业污染源治理投资数据为基础，从投资规模、投资来源、投资结构和投资效率四个方面，分析了工业污染源治理投资现状存在的问题及原因，借鉴国外在工业污染源治理投资方面的经验，从主体环境保护事权、投资市场化和投资制度三方面提出了创新工业污染源治理投资机制的对策建议。%With the growing contradiction between the rapid development of industrialization and increasing environmental pollution,the investment in the industrial pollution cannot meet the needs of rapid industrialization. This paper is based on the data of investment in the treatment of industrial pollution,years from 2003-2012 in China,analyzing the present problems and reasons of the investment in the treatment of industrial pollution from four aspects,including investment scale, investment source,investment structure and investment efficiency. The authors summarize the foreign experience of this field. At last,some countermeasures are posed for the existing problems,relied on the foreign experience,to innovative the mechanism of investment in the treatment of industrial pollution,from the participator responsibility in environmental pro-tection,investment marketization and investment system.
