天津市农民教育培训工作的创新与思考

         

摘要

近年来,天津市成功实施了农村劳动力“351”培训工程和农民素质提高工程,推动农民教育培训事业蓬勃发展,取得了一定的成绩,率先出台了我国第一部农民教育培训地方性法规——《天津市农民教育培训条例》,使农民教育培训工作走上了法制化轨道,为建立农民教育培训长效机制提供了制度保障。但还存在农民教育培训工作的日常管理机构设置不持久,农村实用人才的评价、使用、激励保障机制不健全等问题。需要按照《条例》,进一步完善农民教育培训体系建设,依法将农民教育培训经费纳入财政预算,把农民教育培训工作真正落到实处。%  In recent years there have been achievements in promoting the development of education and training for farmers of Tianjin, such as successfully implementing the project of“351” training for the rural labor force to improve the farmers’ quality and firstly working out the local regulations for farmers’ education and training—Tianjin Education and Training Regulations for Farmers, which regulates farmers’ training to a legal way in order to ensure a long -term education and training mechanism for farmers. However, there have been problems in the daily institutional management of farmers’ education and training which is not sustainable and in the mechanism of evaluation, employment, reward, and security for rural practical talents which is incomplete. Therefore, the education and training for farmers should be well implemented according to the Regulations and the funds for farmers’ education and training should be included into the financial budget so as to perfect this system.
