中国古代防腐反贪中的上书与举报

摘要

中国古代王朝尽管建立了用于反腐惩贪的监察制度和立法，但仅仅依靠制度和立法反腐惩贪，还难以得到最佳效果。调动官员和臣民参与防腐反贪的积极性，揭露和举报官吏的贪腐行为，有时会收到很好的效果。于是就有了鼓励官员和臣民上书举报贪腐官吏的各种措施甚至制度。但百姓作为弱势群体，很难发现官吏的贪腐行为，即使举报也很难到达最高层，因此百姓反腐惩贪的作用只能被边缘化。%Although Chinese ancient dynasty established for anti-corruption supervision system and the legislation to punish corruption,but cannot get the best results by only re-lying on the system and anti-corruption legislation. To mobilize the enthusiasm of officials and people to participate in anti-corruption,expose and inform against of official corrup-tion,which sometimes received very good results. But people as vulnerable group,it is dif-ficult to find official corruption. Because the report is very difficult to reach the top,so people participating in anti-corruption can only be marginalized.
