Texas“Top 10%Plan”is an influential college admission policy in the U.S. implemented in the late 1990s. This paper illustrates the key issues about the policy debates and how the“Texas Higher Education Opportunity Project”evaluates the impacts of this admission policy using administrative data of universities. Furthermore, this paper details how we can learn from the “Texas Higher Education Opportunity Project”in evaluating Chinese college admission policies; specifically, how to establish research agenda, how to use institutional data and proper research methods to evaluate the impact of the policies and to provide empirical support for the policy amendment.%德克萨斯州“前百分之十”法案是美国近年来一项非常具有影响力的大学录取政策,本文分析“德克萨斯州高等教育机会”项目研究内容的确立以及如何使用院校数据对这一政策进行评估,并指出中国系列招生倾斜政策评估研究可以以此为借鉴,确立研究内容,使用院校数据回答研究问题,以对政策实施的效果、所需配套措施提出实证依据。
