推动中国对外开放进入新时代——党的十八大以来中国对外开放战略的总结与前瞻

The paper reviews the ideological innovation and practice of China's opening-up strategy since the 18th National Congress of the Communist Party of China.The author summarizes the connotation of the opening-up policy in the new era.It contains the core goal of realizing the Chinese dream of great rejuvenation;the value proposition of building a"community with a shared future for mankind";the central task of coordinating domestic development and openingup to the world.Together,these factors account for China's pursuing of peace,development, cooperation and win-win results;China's path of peaceful development;China's responsibility as a major power as well as its endeavors to promote the common development of all countries and regions to a bright future shared by all mankind while realizing the Chinese dream of great national rejuvenation.The focus of China's opening-up strategy in the new era is to generate a comprehensive new opening-up layout by building a new open economic system;to promote an open pattern of internal and external linkages between the domestic and abroad,and between the east and the west by deepening regional coordinated development as a starting point;to explore new paths of opening-up by building various free trade areas;to optimize China's grand strategy by promoting the"Belt and Road Initiative";to lead open economic cooperation by actively participating in global economic governance.The author speculates that China's opening-up strategy would focus on the innovation,optimize the national strategy,strengthen the regional strategy,deepen the global strategy,and promote the positive interaction between China and the world in the future.%通过梳理十八大以来中国对外开放的思想创新和实践,将新时代对外开放战略的内涵概括为以实现中华民族伟大复兴中国梦为核心目标,以构建人类命运共同体为普世价值情怀,以统筹国内发展和对外开放为布局中轴,以和平、发展、合作、共赢为旗帜,走和平发展道路,体现大国担当,努力促进各国各地区的共同发展,在实现中华民族伟大复兴中国梦的进程中,建设全人类共有、共享和共赢的美好未来.新时代中国对外开放战略的重点是:构建开放型经济新体制,推动形成全面开放新布局;以深化区域协调发展为抓手,促成陆海内外联动、东西双向互济的开放格局;建立和发展自由贸易实验区,探索对外开放新途径;推进"一带一路"建设,促进中国大战略的优化;积极参与全球经济治理,引领全球开放合作.面向未来,中国对外开放战略应秉持守正创新,优化国家战略、强化地区战略、深化全球战略,推进中国与世界的良性互动.
