论温室气体减排中的碳补偿

As a flexible mechanism, carbon offsetting is an important component of emission trading. Carbon offsets is not only reasonable, but can also produce many potential benefits. Nevertheless, there are still many concerns about the nature of carbon offsets, eligibility criteria of offsets projects, its environmental effects and impacts on technological investments. While an efficient emission reduction scheme is not workable without the importation of carbon offsets, the quality of carbon offsets should be defined and described in details, and the use of carbon offsets should be imposed a reasonable quantity limit. Perhaps this is what we should pay atten- tion to in the design of emission trading scheme.%碳补偿作为减排的灵活机制，是排放权交易机制的重要组成。碳补偿不仅具有合理性，而且可带来诸多潜在的利益。但是在碳补偿性质、补偿项目的合格性标准、碳补偿的环境效果及其对减排技术投资的影响等方面，人们还存在很多异议。一个高效的减排机制离不开补偿信用的使用，对补偿项目的质量给予更加细致的界定和描述，对于补偿信用的使用施加合理的数量限制，应该是我国未来排放权交易机制设计中需要注意的问题。
