论转型期中国政治权力运行的主要特征

摘要

处于转型期的中国，政治权力运行存在着三大主要特征：一是在权力运行结构层面，存在着集权与分权的博弈；二是在权力运行方式层面，存在着制度化与人格化的博弈；三是在权力运行制衡层面，存在着一把手权力的强化和对一把手权力监督的博弈。不过，随着转型的逐渐深化，分权成为了不可逆转的趋势，制度化是必然的选择路径，而对一把手权力的监督是权力运行探索过程中必须要解决的难题%　　In China under profoundly transition, there are three main features in political power operation:first of all, in the structur⁃al level of power operation, there is a game between centralization and decentralization; the second, in the mode level of power operation, there is a game between institutionalization and personalization;in the balance level of power operation, there is a game between the strengthening of the power of number one and the supervision of number one. However, with the gradual deepening of the transition, decen⁃tralization become an irreversible trend;institutionalization is the inevitable choice;supervision to the power of number one i s the problem must be to solve in the process of exploring power operation.
