论以人为本视域下的生态文明建设

摘要

随着经济社会的发展，生态文明问题已经成为社会关注的热点。生态文明不是脱离人的文明，生态文明建设应坚持以人为本，其根本理论依据在于马克思自然科学观中的人学意蕴，直接理论依据是以人为本的科学发展观，现实紧迫性在于维护人们生态权利的需要。坚持为了人民，依靠人民，成果由人民共享是以人为本建设生态文明的基本原则。在生态文明建设中落实以人为本原则，应强化为人民服务意识；依靠人民群众建设生态文明，增强人民群众的生态意识和主体意识；为人民群众充分参与生态文明建设提供法律依据和制度保障。%With the development of economy and society, Ecological Civilization has become the focus of masses ’ attention. Ecolog-ical Civilization cannot depart from people. And the construction of Ecological Civilization should adhere to the people-oriented. The fun-damental theory is based on Marx natural scientific concept of human science implication, and direct theoretical basis is people-centered scientific concept of development. Besides, the real urgency is to safeguard people ’s ecological rights. Adhering to the people, by the peo-ple and shared by the people is the fundamental principles of the people-oriented Ecological Civilization construction. Implementing peo-ple-oriented principle in the construction of Ecological Civilization, should strengthen the sense of serving the people, rely on the masses, and enhance ecological awareness and consciousness of the masses;Moreover, it is a legal basis and institutional guarantee.
