In network era, the Internet has become an important means for the people to express themselves and for the Party and the government to serve the people. The CCP cadres are faced with a new task to improve work style and practicing mass line by means of following the network mass line well. In order to follow the network mass line well, the CCP cadres should improve network ruling competence, strengthen the construction of network front and team, and innovate the discourse system.%网络时代，互联网成为人民群众意见表达的重要平台，党和政府服务群众的重要渠道。走好“网上群众路线”已成为新时期党员领导干部改进工作作风、践行党的群众路线面临的新课题。要走好“网上群众路线”就必须提高领导干部的网络执政能力，加强网络阵地和队伍建设，积极创新网上“话语体系”。
