As the public compensation way for called salvor's expense in salvage ,compensation for ad-ministrative expropriation is not enough for its rigid composing elements ,low and vague compensation cri-teria .As the private compensation way ,salvage reward also has its shortage in compensating the called salvor by influence of its some strict principles ,such as "no cure no pay","reward not exceed the salved property value"and "voluntariness".To realize the effective compensation ,the called salvor first should be given clear legal status as "salvor in law",and then some measures should be taken to improve the ex-isting mechanism ,such as clearing up the sequence of public and private compensation ways ,setting up marine search and recue fund and effectively utilizing the special award for search and rescue .%作为海难救助应召救助人救助费用补偿机制的公私法路径，行政征用补偿受行政征用法律关系的成立要件及补偿标准过低的影响，海难救助报酬受无效果无报酬原则、救助报酬不超过获救财产价值原则及自愿原则的影响，都会导致应召救助人的救助费用补偿不能或补偿不足。对此需要通过明确应召救助人独立的海难救助方法律地位、厘清公私法的偿付顺位、设立海上搜救基金、有效运用搜救奖励专项资金等措施加以改善。
