加拿大小特鲁多政府北极安全战略新动向研究——基于加拿大2017年新国防政策

Since he came to power,Canada's Trudeau government have begun to adjust the Arctic poli-cy legacy of Harper government,seek cooperation and dialogue with Russia again,and emphasize the im-portance of multilateral cooperation.The new defense policy issued by Trudeau government in 2017 has sharply reduced the frequency of the use of the word "sovereignty",but shifted to the emphasis on non-traditional security in the Arctic.The new defense policy called for a variety of measures to monitor the Canadian Arctic region,improve communications and enhance the combat capability of armed forces in the Arctic.The new trend of Trudeau government's Arctic security strategy is of great significance to China's participation in Arctic affairs and deepening bilateral cooperation with Canada.%加拿大小特鲁多政府上台以来开始逐渐调整哈珀政府时期的北极政策遗产,重新寻求与俄罗斯的合作与对话,强调多边合作的重要性.2017年小特鲁多政府颁布的新国防政策大幅度减少"主权"一词的使用频率,转向重视北极非传统安全.新国防政策呼吁通过多种举措,监测加拿大北极地区,改善北极地区的通讯状况,增强武装部队在北极地区的作战能力.小特鲁多政府北极安全战略的新动向,对中国参与北极事务,深化与加拿大的双边合作具有重要意义.
