新型城镇化与生态文明建设协同推进的机理与实现路径

摘要

As the strategic tasks of the construction of socialism modernization with Chinese character-istics,new urbanization and the construction of ecological civilization can be traced back to the same origin in terms of theoretical basis,development sequence and scientific connotations,and coordinate-ly promote each other.However,in practice,there are problems such as:relying on extensive in-crease route of urban construction,unideal promotion of urban green transformation,separation of new urbanization and the construction of ecological civilization,not having realized coordinate develop-ment,the existence of practical obstacles of construction mechanism being incomplete,assessment methods being unscientific and policy system being imperfect.We should integrate new urbanization with the construction of ecological civilization in terms of action elements,start with key construction tasks,eliminate separation and handicaps of construction mechanism,assessment methods and policy system,and construct new development system so as to realize the coordinate promotion and integra-tional development of them two.%新型城镇化与生态文明建设是中国特色社会主义现代化建设的战略任务，两者在理论基础、发展脉络、科学内涵等方面一脉相承，可以也应该协同推进。然而在实践中却产生了对城镇建设粗放增长方式的路径依赖以及城镇绿色转型发展推进不理想等问题，新型城镇化与生态文明建设彼此割裂，尚未实现协同发展，还存在建设机制不健全、评价方法不科学、政策体系不完善等现实障碍。必须将新型城镇化与生态文明建设在行动要素层面进行整合归并，以重点建设任务为抓手，在建设机制、评价方法、政策体系等方面消除割裂与掣肘，构建新的发展系统，实现两者的协同推进与融合发展。
