慕寿祺与西北边疆问题研究--以《甘宁青史略》为中心的考察

摘要

As a celebrity in Northwest China in late Qing Dynasty and Republic of China,Mu Shouqi, observing the intensified border crisis in Northwest China in the first half of 20th century,"being mo-tivated by the time and expressing his own ideas"(his own words),wrote Concise History of Gansu, Ningxia and Qinghai for the reference concerning the very area.In his book he exposed the invasive activities of imperialists in the areas of Gansu,Ningxia and Qinghai.To handle the border crisis,he put forward the measures such as reforming policies concerning border areas,implementing immigrant cultivation,developing border education and paying attention to ethnic issues concerning border areas. Moreover,he also carried out his ideas and thoughts into practice.As the deputy chairman of interim congress of Gansu,he refuted the betrayal action of the local governments,declined draft loan treaty signed between local governments and imperialist so as to maintain the national sovereignty.%慕寿祺先生作为晚清民国时期西北名士，有感于20世纪上半期西北边疆危机的加深，“激于时，论发愤”而著《甘宁青史略》，藉以留心西北者参考。他在书中揭露了帝国主义在甘宁青地区的侵略活动，并提出通过改良边疆政治、开展移民垦殖、发展边疆教育和重视边疆民族问题等主张来应对边疆危机。此外，他又将其对西北边疆危机的认识和思考付诸实践，以甘肃临时省议会副议长的身份驳斥地方当政者出卖利权与帝国主义签订借款草约，维护了国家主权。
