In order to solve the problem of uneven regional development, to fully achieve the goal put forward in the 11 th Party Congress of Ningxia and build a new harmonious and wealthy Ningxia, and keep pace with the na- tion to realize the grand goal of building a well - off society in an all round way, Ningxia has to speed up its pace of reform and opening up, grasp opportunities, vigorously implement the development strategy concerning Arab countries and Muslim regions in the world as well as build the inland open- economy pilot zone.%宁夏只有加快改革开放的步伐,抢抓机遇,大力实施面向阿拉伯国家和世界穆斯林地区的发展战略,建设内陆开放型经济试验区,才能解决区域发展不平衡的问题,真正实现宁夏第十一次党代会提出的建设和谐富裕新宁夏,与全国同步进入全面小康社会的宏伟目标。
