“四个全面”战略布局的形成、内涵与定位

党的十八大以来，以习近平同志为总书记的新一届中央领导集体从坚持和发展中国特色社会主义全局出发，提出和确立了协调推进全面建成小康社会、全面深化改革、全面依法治国、全面从严治党的战略布局，形成了“四个全面”战略思想，开辟了中国共产党治国理政的新境界，实现了马克思主义与中国实际相结合的新飞跃，是中国特色社会主义理论体系的最新成果。在“四个全面”战略布局中，既有战略目标，也有战略举措，其中每一个“全面”都具有重大战略意义，都有其历史形成过程和深刻而丰富的科学内涵。系统考察其形成过程，深刻把握其基本内涵，正确认识其科学定位，对正确理解把握和深入贯彻落实“四个全面”战略布局，具有重要意义。%Since the 18th CPC National Congress, the new collective leadership of the Party Central Committee has proposed and established the strategic blueprint of“four comprehensives”, namely, to comprehensively build a moderately prosperous society, to comprehensively deepen reform, to comprehensively implement the rule of law and to comprehen-sively strengthen Party discipline. This strategic blueprint has led the governing theories of CPC into a new era, and is the latest achievement of the theoretical system of socialism of Chinese characteristics. There are both strategic goals and measures within this blueprint, and every“comprehensive”has its strategic significance. Therefore, it is of great im-portance to probe into the formation, connotation and orientation of this strategic blueprint.
