学术期刊的产品属性与学术期刊体制改革

         

摘要

Due to their non-competition and exclusiveness, academic journals are club products, and the reform of them should be different from that of personal products or public products. Based on economic theories and product attributes of academic journals, this article suggests three patterns for the institutional reform of the editorial office of academic journals. The first pattern is to separate editing from publishing, with the editorial office being maintained and financially supported by government and the market taking care of publishing and issuing. The second pattern is to establish a publishing corporation and an online platform of publishing, while the government will give favorable policy supports financially. The last pattern is to establish a professional and united editing body of relatively loose structure, which only provides reviews and recommendations to composers.%学术期刊因其非竞争性和排他性,属于俱乐部产品,对其进行的改革应不同于一般私人产品或公共产品的改革。本文根据经济学理论,结合学术期刊的产品属性,认为学术期刊编辑部的体制改革有三种模式可供选择:一是编辑与出版发行相分离,编辑部依然保留并由政府提供财政支持,而出版与发行则交由市场来完成;二是组建学术期刊出版集团,搭建自己的网络出版平台,同时,政府在财税政策上予以适当倾斜;三是组建一些组织结构相对松散、专业性更强、联合的大编辑体,只为作者提供审稿、荐稿服务。
