法治政府评估中的公众满意度调查*--以53个较大城市为例

摘要

Public satisfaction survey is an important indicator of the evaluation system of government by law.The research group led by Professor Ma Huaide in China University of Political Science and law have issued"questionnaire of public satisfaction about government by law"to the public at the government center,information public places and vendor hub of 5 3 larger cities,and analyzed 5300 recycled and valid questionnaires (100 questionnaires selected in each city).The results show that average score of public satisfaction survey in 53 large cities was only 59.34 percent and 29 large cities did not pass.Overall,the Public are not satisfied with the government in administrative law enforcement,information disclosure,public participation in decisionGmaking and Convenience services are the service.Therefore,the Government strengthen the institution building of government by law ,meanwhile should pay more attention and the efforts to enhance the practical effect of the building of government by law in peopleGoriented concept, and improve public satisfaction with construction of government by law.%公众满意度调查是法治政府评估体系中的重要指标之一。中国政法大学课题组在我国53个较大城市的政务中心、信息公开场所及商贩聚集地等向市民发放«法治政府建设公众满意度调查问卷»,并对回收的5300份有效问卷(每个城市选取100份问卷)进行分析。结果显示,53个被测评的较大城市公众满意度调查平均得分率仅为59�34％,有29个较大城市公众满意度调查得分未及格。总体而言,公众对政府在行政执法、信息公开、公众参与行政决策以及便民服务等方面的工作并不满意。因此,政府在加强法治政府制度建设的同时,应该本着以人为本的理念高度重视并着力提升法治政府建设的实际效果,提高公众对法治政府建设的满意度。
