欠发达地区贫困问题由来已久,且逐渐成为制约农村经济社会发展的重要因素.甘肃省经济发展水平落后,反贫困工作压力大,为了完成到2020年全面建成小康社会的宏大任务,甘肃省委提出了开展"联村联户、为民富民"帮扶行动的意见,创造出了具有甘肃特色的农村反贫困模式,推动了欠发达地区农村精准扶贫工作的进程.以"联村联户、为民富民"帮扶行动为例,从资金的融通和利用、劳动力转移、凸显功能优势、培育社会资本以及扶贫的精准度等方面对"双联"工作的成效及对策进行了梳理和分析,以期为新常态下提升甘肃省农村精准扶贫效率、全面建设小康社会提供借鉴.%Poverty has been a prolonged problem and gradually become the critical issue restricting the economic and social development of rural area,hence the anti-poverty measures,which cause the great pressure on Gansu province with the underdeveloped economy.Therefore,the measure of "building connections with village and household,serving the people and enriching the people" has been proposed by provincial Party committee to complete the mission of building a well-off society in an all-round way in 2020.The anti-poverty model for rural area with Gansu's characteristics has pushed forward the process of the targeted poverty alleviation in the rural area.In order to improve the accuracy and the efficiency of the poverty alleviation in Gansu and offer the reference for building the well-off society in all-around way,the paper takes the "building connections with village and household,serving the people and enriching the people" as the example,analyzing the effects and the measures of "double connections" from the following aspects: financing and fund using,labor migration,utilizing the functional advantages,social capital cultivation and the poverty alleviation accuracy.
