绿色发展：“十三五”规划经济政策新导向

〔Abstract〕 Green development is a profound change of human development as well as a transformation of practical means of a country, a society, an enterprise, a person and other social communities in the actual production and daily life. At present, China's economic development is entering a new normal featuring ad-justed growth speed, upgraded structure and new engines. It is also the critical point of completing the building of a moderately prosperous society in all respects for China, so green development is an essential measure. The 13th Five Year Plan has put forward the idea of green development, which not only directs the way to settle the development issues but also gives an effective solution, constructive guidance, and concrete measures for future development.%绿色发展是人类发展的一次深刻变革，也是国家、社会、企业、个人以及其他社会群体在实际生产生活中具体方式的转变。当前，我国经济发展进入以调速度、优结构、变动力为特征的新常态时期，也进入全面建成小康社会的攻坚收关阶段，绿色发展是重要举措。“十三五”规划提出绿色发展理念，为解决发展问题把明了脉络，开准了药方，更为今后发展提出开山立树的指导性建议与具体措施。
