高校在国家创新体系中具有重要地位，加强创新能力建设是提升高校核心竞争力、实现可持续发展的关键。新建本科院校在创新能力建设方面还比较薄弱，加强创新能力建设需要正确处理以下几个关系：政府宏观管理和学校办学自主权的关系，党委领导与行政领导的关系，学校统一规划与二级单位自觉发展的关系，高等教育四大职能之间的关系，学校自主创新与协同创新的关系。%Schools of higher education play an important role in the state innovation system. Reinforcing the construction of innovative ability is a key issue in promoting the core competence and achieving sustainable development for universities. Owing to the relative weakness in this respect in newly established colleges and universities, a few relationships should be handled appropriately: the relationship between the government’s macro-management and the school’s autonomy in managing the school, the relationship between the leadership of Party Committee and administrative leadership, the relationship between unified planning of school and autonomous development of secondary affiliates, the relationship among the four functions of higher education, and the relationship between self-reliant innovation of the school and collaborative innovation.
