始于20世纪中叶的以计算机技术、微电子技术和现代通讯技术为标志的信息革命,在全球范围内对社会结构、管理模式、价值观念产生了全方位的冲击和深层次的震荡.基于电子政府的发展,行政环境发生了剧烈变化,引发了行政的发展和组织的变革,同时带来了行政理念的创新.本文从影响政府行政理念的深层次原因——政府角色定位入手,分析传统权力观、"人是机器"等管理理念的影响出发,研究电子政府环境下政府核心价值理念的转变,指出人本、创新、服务、参与、回应是电子政府环境下政府的核心价值取向.%Computer microelectronics technology and modern communication technology have imposed great and deep influence to social structure , management patterns and values in the information relvolution starting from the mid-20th century. With the development of e-government, the administration environment is changed radically, which initiates the developing of administration, transforming of organization and innovating of administrative thoughts at the same time. This thesis analyes the influences fo traditional power values and "human is machine"from the deep reason than affects administrative ideas–the orientation of governmen's role, studies the transforma-tion of government's core values under the e-government environment, and points out that humanism, innovation service, participation and response are the core values of government in e-government environment.
