劳动力转移背景下梅州市劳动力供给效应评价

摘要

This article analyzes labor supply effect according to the labors since 1995 in Meizhou. Results show that: labors have made low contribution to Meizhou" economy development. The labor supply effect is decreasing and the vertical labor supply effect begins to appear. Unreasonable labor industrial structure and rural labors'migra- tion are the main reasons for the decline of labor supply effect. bor supply effect is improvement of labor quality on the back And the main reason for the appearing of vertical la- ground of education reform. This article also points that strengthening rural labor skill training, promoting the local transfer, supporting and strengthening the occupa- tion education development, creating a good platform, training high - quality labors are the effective ways to in- crease labor supply and improve " dual transfer" strategy in Meizhou.%对1995年以来梅州市劳动力供给效应进行实证分析．结果表明：在劳动力转移背景下，梅州市经济增长过程中劳动力要素对梅州经济增长的贡献率偏低、劳动力水平供给效应递减、劳动力垂直供给效应开始凸现．劳动力产业分布结构不合理和农村劳动力异地转移是梅州市劳动力水平供给效应下降的主要原因，职业教育改革和高校扩招等政策背景下劳动力整体素质提高是梅州市劳动力垂直供给效应显现的主要原因．认为加强农村劳动力技能培训、促进就地转移，加大职业教育的扶持力度、做大做强职业教育，创建良好平台，内培外引高素质人才，是提高梅州市劳动力供给效应、促进“双转移”战略实施的有效途径．
