政府保障性住房建设与管理的财政思考--以嘉兴市为例

摘要

The financial subsidy scheme of the affordable housing launched by Jiaxing City includes affordable housing,public rental housing and low-rent housing.There still exist some problems in the financial support of affordable housing construction,such as system defects,difficulty in implementing the exit mechanism of physical security,management difficulties caused by the centralized construction,and single source of funds.Measures for solving these problems include gradually changing the guarantee mode of the economic applicable housing,not constructing but purchasing low-rent housing and public rental housing, building a multi-level housing financing mechanism,reforming the compensation mode in the organic renewal of city and actively exploring a new mode of affordable housing construction.%嘉兴市推出的保障性住房的财政补贴方案包括经济适用房、公共租赁房、廉租房三种，在财政扶持保障性住房建设方面还存在制度缺陷、实物保障的退出机制难以执行、集中建设导致入住后管理困难、资金来源单一等问题，解决这些问题的措施是逐步改变经济适用住房保障模式、保障性住房“改建为买”、构建多层次的保障性住房融资机制、改革城市有机更新中征收补偿方式和积极探索保障性住房建设新模式等。
