日新月异的信息时代推动民主治理的发展，而公共政策表达体制的不完善又极大阻碍了这个进程。基于网络民意视角的政府回应制度作为公共政策表达的重要途径，逐渐引起行政部门的关注。政府在网络回应机制建设方面主要还存在不成熟、效率低下以及透明度不高等问题。现代政府应该从机制和价值两个层面进行反思，主动应对网络时代民意表达与公众政治参与的要求，探析有效的政府回应机制建设路径。%The ever-changing information age promotes democratic governance ,but the deficient ex-pression system of the public policy hinders the progress .The government response system based on online public opinion as an important way to express public policy has gradually aroused the attention of executive branches .In the construction of Government response mechanism ,there are still some problems such as :immaturity ,low efficiency and lack of transparency .It is time that modern govern-ments should review its mechanism and value and actively deal with the demand of expression of public opinion and political participation in the internet age and find an effective way to build government re-sponse mechanism .
